Roy Block

Mr. Block has been providing financial and construction consulting services to private and public sector clients for over 17 years. He has extensive experience in the industry in his current capacity as company President, overseeing all consulting and business operations, and in his previous capacity as Director of Price-Waterhouse-Coopers’ Engineering and Construction Industry Consulting Practice. Mr. Block is experienced in many facets of the construction industry, including: financial management, e-business strategy, design, scheduling, manpower management, production analysis, cost reporting and estimating.

In addition, Mr. Block has helmed a wide range of management consulting engagements throughout the U.S. and abroad covering multiple sectors including: transportation, healthcare, public sector (local, state, and federal), private sector and education.

Mr. Block earned his Bachelor of Science in Civil Engineering from the Colorado School of Mines. He also holds two Masters degrees—a Master of Business Administration from Rollins College in Winter Park, Florida and a Master of Science in E-Business from Rensselaer Polytechnic. Mr. Block also co-authored two books— Industry Best Practices for Assessing Construction Risk and Industry Best Practice for Management Capital Investment, and is a recognized industry expert in financial and program management oversight services for capital programs as well as construction litigation matters.

David Benouaich

Mr. Benouaich currently serves as Executive Vice President and Engagement Partner, providing program management oversight and financial advisory services to owners of capital improvement programs. For over 13 years, he has been advising public and private sector clients on critical financial and business management issues, process improvement, and change management initiatives related to planning, engineering, and construction. Mr. Benouaich has extensive experience in airport financial planning, federal (FAA) and state grant funding, construction auditing, and financial management of disaster recovery.

Mr. Benouaich earned both his Bachelor of Science in Civil Engineering and his Master of Science in Civil Engineering from the Swiss Federal Institute of Technology. He also holds a Master of Science of Engineering and Construction Management from Massachusetts Institute of Technology. Mr. Benouaich has co-authored two books— Industry Best Practices for Assessing Construction Risk and Industry Best Practices for Management Capital Investment, and has published a number of papers including: “Vertical Deflection of a Pre-stressed Concrete Bridge Obtained Using Deformation Sensors and Inclinometer Measurements”, “Financing and Ownership Structures in International Project Finance”, and notably “Report on the Governors Meeting for Engineering and Construction: 2000” for the World Economic Forum Meeting.

Gerald McDonald

Mr. McDonald brings over 20 years of industry experience, with a background in contract management, procurement, financial consulting, and project management. His areas of expertise also include: design and implementation of large-scale data management solutions, systems development, strategic planning, project logistics, and cost negotiation and administration. Mr. McDonald’s accomplishments include achieving global cost savings through consolidation and strategic sourcing activities and development of integrated asset management solutions for a number of clients. Of particular note, Mr. McDonald developed and customized the 1604 Project Management Tool, utilized by FEMA and MEMA staff to review real-time project information on Hurricane Katrina Public Assistance projects.

Mr. McDonald earned his bachelor’s degree in engineering from Kansas State University and his MBA from Our Lady of the Lake University in San Antonio, Texas.

Bill Seaver

Mr. Seaver has over 35 years of experience in program controls with extensive background in cost control systems, contract administration, scheduling, estimating and change control. He has developed budgets for a variety of major capital improvement programs, on projects ranging from conceptual studies to Design-Build and GMP contracts. As a Program Control Manager in the public sector for over twenty years, Mr. Seaver assisted Owners in establishing program control systems, estimating formats, defining work breakdown structures, and developing a variety of operating and controls procedures. He also led efforts in estimating reviews and presentation of the results to the Owners and Program Executives. In addition, Mr. Seaver selected, initiated and maintained project control systems for design and construction of airports, highways, rail/transit facilities, mining operations, power plants, and water resource projects, including dams and water supply systems.

Mr. Seaver earned his Bachelor of Science in Mathematics from Northland College and is currently a Masters candidate with Regency University in Virginia. Mr. Seaver also authored an ASCE Journal article entitled “Managing Large Airport Projects”.

Her background encompasses a wide variety of sectors and disciplines, including: document compliance, document control and management, process development, quality assurance and improvement, process audits and project management. In addition, Ms. Kline’s expertise extends into all areas of project support, including: contract review and reconciliation, presentation design, pay application review and project controls development.

Ms. Rhode has accumulated over 20 years experience in a variety of sectors, including: construction, accounting, management, and IT. Her cumulative experience covers both public and private sectors, and encompasses financial audits, ledger reconciliation, compliance review, risk determination, project oversight, cost verification, and process improvement. In addition, Ms. Rhode has developed custom interactive simulations and multimedia for various clients over the years, and is fluent in a number of database programming and coding languages.

Ms. Rhode has obtained multiple degrees over the course of her professional career, including a Bachelor of Art and Science in Accounting from the University of Mississippi, a Bachelor of Science in Computer Science from University of Southern Mississippi, and a Bachelor of Science in Accounting from La Salle University. Ms. Rhode also authored The Little Black Book of Math.

Laurel Kokaska

Ms. Kokaska has seven years of experience in financial controls, project management, claims analysis, project scheduling, surety consulting, and defaulted projects. Her financial controls experience extends into project audits, contract reconciliations, cost reporting, and funding compliance review. Through the course of her career, Ms. Kokaska has prepared Requests for Equitable Adjustment, affirmative claims, delay and impact analyses and productivity analyses. In addition, Ms. Kokaska’s expertise includes project database design and development, multimedia development, litigation assistance, owner’s representation, logistics planning, process development and documentation, and project controls design and implementation.

Ms. Kokaska earned a Bachelor of Arts in Architecture from University of California, Berkeley and later returned to earn her Master of Science in Civil Engineering and Project Management. In addition, she also holds a professional degree in Construction Management from the University of California, Berkeley Extension. Ms. Kokaska has authored several papers, including: “Cultural Challenges to Total Quality Management System Implementation” and “Schedule Impacts of Variability on a Structural Steel Erection Project”, and was a contributing writer (uncredited) for The Construction Project: Phases, People, Terms, Paperwork, Processes.

Dean Fojo

Mr. Fojo has 28 years of experience in multidisciplinary engineering projects. During his career, he has been responsible for managing a number of multimillion-dollar planning, engineering and construction projects across a wide range of project types. His responsibilities have included pre-construction efforts such as project definition, design oversight, procurement, feasibility studies, and budget development, and construction efforts such as project coordination, cost/budget management, change order review, inspection, funding compliance, and schedule management.

Mr. Fojo earned a Bachelor of Science in Engineering from Brown University and a Master of Science in Engineering from Stanford University. Besides the U.S., his work experience also encompasses many different locales, including: Trinidad, Tobago, Puerto Rico, Barbados, and the U.S. Virgin Islands.

Ms. Rainey offers 14 years of financial management experience, with a focus in cost accounting and financial operations. She has demonstrated expertise in profit and loss analysis, budget development and monitoring, risk management, and Sarbanes-Oxley compliance. During the course of her career, she has spearheaded a number of process improvement efforts including development and implementation of a labor-forecasting program and design and deployment of an excess material inventory tracking system. Ms. Rainey obtained her Bachelor of Science in Business Management from the University of Phoenix.
